Why is it a bad thing to get invested in something and have an emotional reaction? You could say the game succeeds for that reason alone. Because if you figure out the "trick" of the game too soon it isn't really as interesting as you make it out to be.

Yeah that reading cropped up as a response to the critical voices complaining that the game offered "the illusion of choice" during a lot of scenes but never let the player choose something that was "correct". No happy endings, with the White Phosphorus scene being the central example. Spec Ops came out right when the whole "Your choices matter!" craze post-The Walking Dead was in full swing so it was going against the grain with a narrative that was explicitly making the point that your choices don't matter and that you cannot save these people or make this situation ok. The devs got kind of pithy with the whole "you could have just turned it off" thing but its a valid point; the only choice that will result in a good ending for everyone is to just not play which is what Walker should have done in the first place.
