The implications are that there are random citizens in the world that live in the cities but who you don't actually see.
Irina, Edgar, Keineth, Sellen and Tanith are non Tarnished friendly NPCs who do treat you like someone running around killing soldiers but who don't care. It's not hard to imagine there are others like them around.
But it would be nice to actually see a normal and populated town or city because unlike Dark Souls, the world is not supposed to be dead.
I'd be more inclined to believe it was a gameplay thing if it wasn't for the fact that games from decades were able to give an approximation or the impression of real worlds and societies. Even 3D games.

Bloodborne is clearly taking place in a world that is still alive. Sekiro is Japan. Demon Souls is a dead kingdom if I remember, but not a dead world. Dark Souls is the only one that could really fit.
It's weird because it is intentionally impossible to set a time frame between events.
Some items will talk about the Night of the Black Knives and the Shattering as something that happened centuries ago, but others like Thops talks about it as if it happened a decade ago at most being that he was locked out of the academy when the shattering began.
It's a remnant from Dark Souls that doesn't really work when the world is supposedly very much alive.

But you are right, game-wise they definitely could have had more non-hostiles. Roundtable felt really shitty the more I think about it. Its supposed to be a gathering place for NPCs and there's barely anyone there in the whole game even though the place is huge. The presentation style of the games have always been weird.

I think Elden Ring is a great game, but it's hard to find any good conversation because the Souls fanbase has a bunker mentality from dealing with lefties bitching about easy mode and accessibility for years that they can't really deal with criticism. Understandable with how they got there but the constant dick sucking and acting like difficulty is a measure of quality is retarded.

Unrelated but I also think the zig-zag lines (which are Radagon's symbol) are meant to indicate the orderly function of the Erdtree, compared to the older dragon ring which has chaotic, branching roots more symbolic of the chaotic evolution of the untamed Crucible.

Demon's Souls is Boletaria which is ravaged by demons and covered in fog, Vallarfax escaped and spread the word of what happened so people from outside could come and do something about it. All games basically follow the same formula of, "This one location is fucking wild but everywhere else is mostly normal."

Bloodborne takes place in a fragmented plane of existence after the city got so corrupted by the ayys. They basically stopped existing in our current reality (same happened with the Pthumerians). There is a city in the real world, but it's very different from the city fragments in the higher planes that can only be accessed after you do the blood ritual at the start.

It's not really worth pointing out logical inconsistencies in a fromsoft game, they had 6 prior games and they all have the same flaw of mostly nonsensical lore with especially bad writing, and spaces that dont look like they could believably be lived in. It's clear that hideous teriyaki feels that the fromsoft brand shouldnt be meddled with in any way so they will keep reproducing their prior successes and with ER being Bamco's and FS's biggest hit yet there is little doubt that it will never change going forward.

This isn't lore related but I'm at the end of the game and it's just losing steam for me. Don't even have the will to fight the final boss even tho I just got to the area. At risk of sounding like a Sony dick rider but I miss the weapons having big movesets like Bloodborne, I used every single larval tear I found because I just kept getting bored of the weapons, maybe I'm just retarded but I'd rather have fewer weapons with more expansive movesets instead of multiple weapons that only differ in stats and one special move. There isn't a single weapon I'd call my favorite because outside of their designs they all blend together, it's boring.
Maybe it's also burnout from playing all of these games, I don't know, I just wanted to vent somewhere
