This has been true for me for every game I've played since ~2003, apart from sequels that maintain the same core gameplay as ones I've already played. The process of learning how to actually play the game - how the different menus work, how the crafting system works, how upgrading works, what the game actually wants you to do and what it expects of you - that is always miserable for me. The days of gaming just being a matter of d-pad input, jump and shoot are long gone. 2-3 miserable initial hours are for me automatically factored into deciding on any new game acquisition.

Rain World took three tries for me to get into it and it turned out to be amazing
I took me as many tries to get past the village in re4 for the first time, and that game is great too
it seems like the only time this sort of things happens it's when the issue is me and not the game.
I can't think of a single game that started bad and became great. I guess Hollow Knight was a bit boring at first but the map system made it feel adventurous from the get go

With respect, fellow user, I don't think that's quite what it is. It's more like learning how to learn - how to actually navigate the game's systems, menus etc in order to experience the game's real content at all. From that point on you can start to actually "learn" in an immersed, enjoyable way.
