It's interesting. In Zelda 2 the enemies are trying to resurrect Ganon. There's an old trend in games, that continue to this day, that if you try to prevent the resurrection of an ancient evil, the plot will say you failed near the end of the game and that last boss will be the ancient evil. But in Zelda 2, you actually do succeed in preventing his resurrection. Ganon only gets resurrected when you get a game over.
