You interpreted that statement wrong. SoJ were putting their full weight behind the Saturn but SoA thought the Genesis still had legs. Someone suggested an add-on that would leverage the large Gen install base and be cheap. SoJ said "you want that, you'll have to develop it." So they did. So the correct way of saying it is:
"SoA got told to develop the 32X themselves since SoJ were too busy on the actual next-gen machine to do it and didn't see any benefit to extending the life of a console that failed in Japan."

"Insisted" is the wrong word. The problem was that they had already signed a deal with NEC for the PowerVR when SoA off their own back tried to make a deal with 3dfx which they had no authority to do. Also the PowerVR as implemented in the Dreamcast was not less powerful than a 3dfx. Don't judge the PVR by the crippleware that it ran on PC. When devs were developing actual games instead of ramshackle porting of old DOS and Direct3D engines it did really well. And not to mention that later 3dfx chipsets were large, hot and expensive - three things that don't work in a console so even if you did get the 3dfx it would have been a crippled, cost reduced version where the more efficient PowerVR wound up being a more powerful version than the PC.

SoJ wanted a full new console that was just a Genesis with a better color palette to compete against the Jaguar, the 32X was a compromise that was slightly less retarded since SoJ wouldn't budge from needing to react to the Jaguar and wouldn't even accept just releasing a way cheaper standalone SVP (from the MD port of Virtua Racer) instead, you're a retard and you should stop posting as soon as possible.

There's enough documentation about how Segas balance between the US and JP in the heyday of the Genesis was what got them their edge to go head on with Nintendo
They were always on the innovating edge tech wise even if certain aspects came up short
At the end of the day Sega of JP got annoyed with how Kalinske was such a successful maverick running Sega of America so they started to over power him and thats how you eventually got bad decisions like releasing the Saturn early, the 32X as a whole and other poor choices that would just ruin them perception wise
Nintendo didn't make the best choices either in this time with their draconian mindset and choosing to back hand Sony but their more conservative and sure choices and dominance in the handheld space helped them keep trucking
Sega took too many risks, some of them were rad as fuck but some were also office politics stupid and resulted in them giving up on hardware
Dreamcast would probably had done better if the Saturn wasn't such a flop but also, Dreamcast would have come out at least a year or two later if that were also the case and would probably not have had the "competition" issues it did

No it wasn't. It didn't feel "Crazy future tech" at all, it felt like an incremental improvement over the PS1. that's all anyone considered it as. stuff like the memory cards were looked at as a dumb novelty in their own time, and we had already seen the need for there to be two analog sticks.

Superior competition. Sony really knocked it out with the PS1, and then the anticipation for the PS2 and the Kessen and Onimusha screen shots made it so a lot of people held out for the PS2. While PS2 games were like the quality shown in cutscenes, it was still a good jump.

One of the defining "oh fuck" moments in gaming for me is playing the Sonic Adventure demo at Toys R Us and doing the chase scene with the whale, that blew me away. I had to have a Dreamcast despite being an avid Nintendo fan at the time that never owned a Sega console.

Obviously PC was its own beast and had some mindblowing titles at the time like Battlezone 2 and the Forcefeed Pro combined with Mech Warrior 3 was insane as fuck and it had its own MMOs like UO and EQ but PCs were still expensive then, I think my parents spent $1200 at the Gateway store while the Dreamcast was $200.The Dreamcast was the first entry point for a lot of that "next gen" online gaming for many because they were priced out of a decent PC which is why the Internet was better then. Fuck, I had to upgrade my graphics card in that $1200 PC 2 years later just to get FFXI to run, being a PC gamer back then was hell and you had to constantly upgrade.
