Fan games usually takes a lot of time but mega man fans are notorious for taking 3-10 years to finish a fucking short game or just cancel it all together. Considering how he not only dodged the blame for that but also channelled the anger and dissatisfaction it caused into funding Mighty No. 9 I wouldn't be surprised if Inafune knew exactly what would happen to Legends 3 when he left.

I came from a timeline where Mega Man Legends was often considered the best game of all time, but I preferred Ocarina of Time so I repeatedly manipulated this timeline until Ocarina of Time was a masterpeice beloved by all and Mega Man Legends was a failure and Mega Man Legends 3 never gets made.

Pre MN9 I always got the impression in interviews that he felt awkward being fully acknowledged as the "father of Megaman", it seemed like he was another dev turned manager/corporate leader that just lost his chops and got tired of bureaucracy

I blame capcom for pumping out nonstop megaman until everyone got tired of it for a while and then promptly killed him off during that period of vulnerability. As much as I love battle network, I think that was the start of it all as they fucking hammered it to death with a slew of entries and versions in a very short time period. It's like they expected everyone to keep buying the same game in droves over and over again and then star force being meh in comparison was one of the final straws.

You're correct but I also miss that period of gaming, these days it takes years between entries of a series - and they're still the same game over and over anyway.

I also don't think they have any clue how to modernize classic megaman other than something like legends and they seem to hate legends for whatever reason. Unfortunately 2D games aren't seen as big must have releases anymore and are relegated to obscurity.
It was no zero, but I liked it well enough. Again though, suffered from the oversaturation problem. Too many megaman games and their newer entries weren't as good as the gba ones.

I'd need to see the sales numbers. All I know is there was a huge community push for 3 and if they had gone through with it while the 3ds was struggling with nogaems they could've had a big hit on their hands as the only must have 3ds title at the time.

Also the forms suck. ZXA in particular is oversaturated with trash forms. These games didn't know what they wanted to be. They were clunky, obtuse messes.
You wanna know why ZX3 was canceled? Poor sales. These are the sales numbers for the games in Japan:

From what I recall, Mega Man Legends games generally had fairly modest sales. In Japan, Misadventures sold less than 70k units, while Legends 2 90k0 units the years they were released. The PSP port of Legends 2 sold less than 20k units.
Western sales are unknown, however Legends 1 received the Greatest Hits brand meaning it must have at least hit 150k, which was the minimum number of sales necessary to qualify at the time.. Legends 2 and Misadventures never received it, so they sold less than 150k.

The timeline should have ended with Zero 4, this game was a great finale. The fact that the final battle is Zero, a robot fighting against a evil scientist in a mecha suit is really nostalgic to me, reminding me of megaman vs dr wily shit. It feels like a grand finale to the story of mega man like FFPS/Fnaf 6 did.
ZX is just throws everything out of window just to milk the shit out of mega man zero but failed miserably. ZX is a excuse to keep use the already diseased cattle.
Classic is so fundamentally well designed that it is hard to go wrong.
