That would require the plot to be heavily re-structured since most of the game is just Roxas going somewhere and gathering hearts while purposefully avoiding any interaction with the people there, which worked great as an excuse to not have more storylines and set pieces in the limited DS hardware, but makes for a very boring playing experience.

Aside from DDD, he is literally spot on. In COM, the plot was consistently told upon the completion of every Disney world. The "filler" only felt like small bumps in the road. Birth By Sleep is the only game since KH1 where Disney worlds are actually relevant in terms of overarching narrative and character development. I admittedly do not remember Days very well as I last played it in 09, but I vividly remember it giving me the same vibe as COM and it ultimately made me like Roxas more than Sora because the former actually felt like a real character with connections to those around him. Only DDD, KH3, and re:coded suffer from "all the plot happens at the last minute of the game."

The way I see it is like this:
Kingdom Hearts 2 has big plot at the start, the middle, and the end, but in-between all of that is a lot of inconsequential Disney shit that barely affects the plot.
Kingdom Hearts 3 tries to make every Disney world "important", but a lot of what is there is basically just set-up for something that doesn't get pay-off or just a justification for why something should happen.

There's a whole 4 or 5 interesting/relevant moments with the story/characters, one of them being Roxas substituting his weapon for a stick, a moment that is pedestaled by the community as a huge, quirky character defining trait.
