It's a new class, but it's not even a fully fledged new race. It's not like worgen where the shifted form is equally functional to your regular one. It's basically just demon hunters again, except you transform into a dragon instead of the a demon, only this time with more customization and slightly fewer restrictions.
You can play a worgen without ever using the human form, but you can't do the same with dracthyr.

Monthly Sub is almost a none issue in the game with so many gold and tokens being thrown around. But the state of the game is so terrible that it's still not worth it.
