Here's the thing most people understand; Disney isn't as hands on as you think. They own business, and let them run themselves while they sit back and collect money. They get involved if it's pressing or a big concern. But other than that, they mostly don't give a shit what happens in games or even the comics. The only real stipulation Disney had with this game was "The Inhuman Push".
For those unaware, Disney was kind of salty that they didn't own the film rights to X-Men and Fantastic Four (which they do now). As a result and an effort to not give free press to FOX films, they started sidelining those IPs in books/games and started pushing the Inhumans. Both Avengers and Spider-Man (PS4) were in production while this "ban" was in effect. That's why the Avengers game is so fucking weird, basically treating Inhumans like Mutants and recycling similar plots. Spider-Man at least was allowed to release F4 related skins like pic related after a time, but Avengers has compounding failures with or without these stipulations. The real fault of Avengers was Square Enix, not Disney, chasing trends that have long since dwindled (MCU, live service, etc)

Disney doesn't micro-manage their other companies unless they're fucking up; most of the time their interference comes in as "we want X in the theme parks, so work with Imagineering on something." They only stepped into Marvel because Perlmutter was getting in Feige's way with the TV shows and into Lucasfilm to try and course-correct with Rise of Skywalker. You can blame Infinite's roster solely on Marvel.
