when i log in theres a small queue to get into the game, even on my smaller server on my DC. and when i play i constantly see players running around the world when im doing things and i dont have a problem getting anyone for any of the content.

You need to complete the PoF story, spend 250g and do a short series of fetchquests. It's really not a big deal.
However, finding people to kill the legendary bounty needed for it is a pain. I still haven't managed to find it both up and people around to do it.

It took me a week, and the quest is a scavengerhunt, not a grind fest. Exactly what a quest for an awesome but optional item should be.

I play FFXIV everyday and know one person that will actually watch it. Most likely they will just watch the vods because they have a job.
