I am an American but I don't really understand the fear of clowns either. I understand being somewhat unsettled by their appearance because their bright and colorful look is supposed to appeal to children, not adults. There are about 1000 horror movies involving clowns. I think Hollywood took this "slightly unsettled" feeling and exploited it via horror movies until lots of people started finding them genuinely scary.
They're just weird, alright? I'm not afraid of them but I don't like them. I don't enjoy looking at them. I don't find them funny. I feel the same way about them that I do about drag queens. Just unpleasant to look out so get it out of my face.

Few decades later people calmed down and then the new IT refreshed this and had people dress up as youtube clickbait clowns at night

Not accurate, none of the kids are mentioned as being afraid of clowns. Pennywise was a form that it had used for nearly a century, after having driven the real Pennywise insane in the 19th century. The Pennywise form that it takes just appeals to it, for whatever reason, because it can sometimes use it to get kids to lower their defenses, and then turn on a dime to be terrifying.
Also, I should mention that it would often take the form of Pennywise even when not trying to scare people, like when it was devouring the corpse of Adrian Mellon beneath the bridge in Derry.
How are people afraid of clowns? I get if you're like a child they can be intimidating because they don't act like normal people, but as an adult?

I haven't seen that, but that guy doesn't look like a scary clown. The thing that is creepy about clowns is that it's usually a middle aged man who is obviously a weirdo, wearing a bunch of make-up and likely smelling of booze or other shit. They have a similar effect on people as troons, unironically.
