Meanwhile, back in reality, games are more narrow because they require hundreds of people and tens of thousands of manhours at minimum just to get out the door now, given how advanced graphics have become. Couple with expectations by the publisher and deadlines, you can't have that sort of destructibility at the same time as the highest end graphics. Games are just too big.

It is possible today, in fact you can have even better distruction physics than in Red Faction Guerilla (obviously); but it's always a question of what kind of game the development team wants to make and wether or not that level of environmental destruction works in the game, or if it has any place in the game at all.
Rainbow Six Siege famously took the concept to the next level and became a phenomenonm. Crackdown 3 blew it.

The better games get at simulating reality (higher fidelity, more realistic graphics; lifelike lighting and reflections; accurate psysics simulation) the more time and man hours it takes to craft environments that are not just beautiful to look at and immersive, but make for good gameplay as well; because making cutting edge games will always keep getting harder and harder. And of course, from time to time, technological breakthroughs bring new kinds of gameplay that take time to figure out.
That game is "Teardown" it just came out. But it isn't what you think it is, it's more of a heist game.
