Because it will ALWAYS be seen as a C-List job for actors who can't act with the rest of their bodies and since there's this an existing negative stigma, they're probably not getting paid enough all that much to really put passion into the work unless they happen to actually enjoy their work which then is still a negative outcome for them. It might be getting better but it will never reach Japan's level.
Japan treat their seiyuu as celebrities, they have their own radio shows, they have live readings that fill up literal stadiums of people, and they usually have a lifetime contract to voice a character. It's an actual fucking industry and career choice over there.

I still believe that some Western VA work is phenomenal like look at any RTS game where we still have capable of reciting and quoting lines from it to this day. Age of Empires, Starcraft, Dawn of War, you name it. I think the divide between male VAs from the east and west are pretty small, the quality just happens to go lower when the characters being voiced get younger.
I think women unfortunately have it way tougher because western women do not understand moe and they never will. There will always be an unbridgeable gap for young female characters being dubbed over.
Right now I think the west is reeling with voice acting quality because celebrity voice actors are becoming more common and while they're a lot worse off, apparently your average audience seem to prefer that

Most Jap VAs have a very distinctive "main" voice, but then they'll have a bunch of other roles that are actually surprising and not immediately recognizable.

Ray Chase has a good range, but yes most have only one voice and they are very cliquey

I was completely surprised when Emporio in Part 6 was voiced by an eroge voice actress that I was fan of. I really could not have guessed it was her if I didn't look up by chance.

The difference is that video game and anime dubs are the bottom of the barrel. Anything getting made and voiced in English like bigger budget western games and cartoons naturally demands more capable talent. The Japanese A-list VAs generally don't waste their time doing Japanese dubs of Steven Universe or Call of Juarez.
