For GBA I just go with muting the colors a little.
How do you even know which filter is the best one? I look them up and there is like 50 of the things on Retroarch.
There is a couple I choose between, because some look better with certain games/systems. Some will look too dark, will cause artifacting, don't work on higher res games, etc.
You can also just use grid filter which looks good on almost everything but requires 1:1 PAR and there are some games that are clearly not meant to be 1:1 PAR (like Capcom Arcade games)
The ones I use are
crt drvenom - just very basic scanline shader that works with most games and isn't too harsh
crt-caligari - good compatibility with games where most shaders have issues
crt-torridgristle - good no flicker shader
crt-easymode - general shader for 3D games
crt-lottes-multipass - this one has a slight fisheye effect like an old CRT
crt-royale-intel - especially good for 4k
crt-royale-xm29plus - more gentle crt royale
crt-royale - default crtroyale especially good for 4k
mame_hlsl - works good for some higher res arcade games that have issues with other shaders
advanced-aa - one of my two AA shaders, I just choose whichever looks better for the game
aa-shader-4.0 - one of my two AA shaders, I just choose whichever looks better for the game
retro-v2+image-adjustment - simple grid shader, you can also just use grid3x filter
xsoft+scalefx-level2aa - this is a controversial look but is good for a change. Gives a very soft, water-color style look
Shaders are better. These old games were not made to be displayed on large modern displays raw. That said your filter is too agressive, I prefer something softer and more pleasing to the eye.
If you want to be authentic, then turn that god awful filter off and play at native res. Because this is not what I remember the game looking like, I remember it looking like pic related.
