His methods are just different than Frieza's. Instead of forcefully conquering planets and selling them, he orchestrates wars that end up fucking up planets, then saves the planet to paint himself as the hero and then reconstructs the planet to sell at a profit. Honestly it's smarter since it's harder for it all to come bite him in the butt.
