Not really, but for different reasons.
1's level designs are either horizontal and open, or very boxed in. Climbing might make some sections a bit faster, but that's about it.
CD is a Sonic game that emphasizes exploration, so Knuckle's climbing would mostly just enhance a bunch of the levels, since you still have to work for positioning to build up speed and time travel which you can't do while climbing.
He does break Sonic 2's design though.

There's no pretending, because that isn't the case. For example, the guy directing Frontiers has has directed three other games already, and Frontier's producer has been around since 3D Blast. A majority of Sonic Team's staff have been around for years now, they're just incompetent devs. The fresh recruits are typically the ones who leave as soon as they appear, since almost none of them really care about working on Sonic games in the first place.

My guess is the production company wouldn't allow Sonic 2 to be made without including these extras and actors to be squeezed in anyway possible due to contractual obligations and tug from their agents, and ultimately just a piss-poor scripting job to include any of these characters at all therefore it's forced nature.
