Reintroduce and recontextualize them. Sadly, The one chance Sega had to bring the Freedom Fighters to the game was Forces, and that game blowed and was nothing but wasted potential in general.

All Ian Flynn can do is write epic one liners that reference something Sonic said in like an OVA 25 years ago so autists clap. The only actually good Sonic writing came from the Japanese side because it was appropriately stupid while taking itself seriously and not being incessantly self-referential.

I could see them doing it with IDW characters, since it's meant to be pretty close to the games, but Archie's world is so drastically different that it'd be hard to add the characters from it in without some weird changes. They could've done it quite easily in Forces, since that game's setup is pretty similar to the basic setup of Archie and SatAm, but they didn't.
Cosmo and the Metarex could probably fit in pretty easily, especially since Aliens have already canonically appeared in the games.

Tangle was in that Tails vtuber thing (kind of, as an avatar but implying it was from them) and the IDW writer is doing the new game. I would not be surprised AT ALL if Tangle or Whisper appeared in the new game.

The arc got rushed because of an editor who really wanted Sonic and Tails to fight to get reader attention

Basically like Pac-Man has done it, They've adapted things and characters from the Hanna Barbera cartoon but never made said show actually canon to the games in on itself. Pac-Land was more or less a dolled up recursive adaptation of the whole cartoon, Especially with it's original Japanese release, which is the one that is commonly redistributed.
