Suda51's games are the only ones that are often not that great or outright terrible but have a charm to them that it's probably still fun to play. Kojima doesn't make sense to be Tommy as he's (almost) universally loved. Nobody likes Peter Molyneux, Sean Murray, David Cage, Randy Bitchford, or Cliff Blezinski enough to be Tommy-tier.

There are no "so bad it's good" games, only good games and bad games. Ultimately a game has to be carried by it's gameplay and it will be boring as shit or even frustrating if that part isn't good even if it has unintenionally funny cutscenes.
The most famous "so bad it's good game" is Hunt Down The Freeman and that game is only funny as a cutscene compilation, actually playing it is not worth it since it sucks ass.
