If you own the rom, you're legally allowed to upload the data of it for any personal use. That includes running the contents on an emulator of another device.
Said emulator is also allowed since it's not using any stolen code from the device it's emulating.
What isn't allowed is downloading and distributing roms. Also, Nintendo can suck my dick and rim my ass.
