that seems about right if not a bit high considering the first game. It had 23 characters before dlc (and 32 after), but as for clones:

>3 archers
>rowan, lianna
>chrom, lucina
>leo, elise
>marth, celica
And with dlc:
>+1 archer
>lyn, navarre
>camilla, minerva
>ryoma, owain
>robin, tharja
So that leaves it with 8 / 13 clones for a total of 15 / 19 movesets for the game before / after dlc. I guess it really depends on how much they want to put in the base game instead of sell as dlc. I've been told that the FEW dlc was pretty much planed from the start since some of the dlc characters show up in the story.
