The Bryke duo actually talked about how they tricked Nick into having those bathing suits. They designed much skimpier ones initially and presented those. When told "no way you can't do that" they said "aw shucks okay we'll censor it" with the censored ones being the original goal all along. Just to act like they played ball.
I would have placed the original lead writer and writing team in charge of an Azula spin off. Korra sucked because it didn't have the original lead writer and team. Nick wanted to save money so they didn't bring them back for Korra, outright said that to Bryke.
