Horizon has an acceptable level of gameplay. The problem is the writing and non-mechanical character design is horribly off putting, and they decided to completely nosedive the setting itself which is one of the things in the series that had potential.

Stupidity, hubris, or possibly Sony pushing for it to release as early as possible to try and get more PS5 sales. But given the arguable similarity in genre they either had to release several months before ER or several months after to avoid canibalisation of their potential player base. And in neither scenario would they avoid getting overshadowed but at least if they got out well before ER they could have probably made more money and have their failures less apparent.
