Secondly, the game doesn't really take itself seriously. The voice acting and presentation lampoon actual edgy media by escalating the craziness and edgy clichés.

Piloted metal gears are inefficient and poor infantry weapons. If you shrink them down to human size then it's equivalent to a cyborg, which are technologically possible at this point.
Unpiloted metal gears (a type of UG) have ai that loses to human intelligence and anything that it hasn't dealt with before, much like modern ai. That's what the metal gear ray at the beginning was.
Size doesn't matter as much thanks to some modern carbon nanotube bullshit that every gear/cyborg has.
Lastly, Raiden still had the HF blade at the beginning which can damage literally anything.
