but Versus XIII was suspended back in 2008 because the main team for FFXIII needed more resources. Crystal Tools couldn't handle open world environments so the devs had to modify the engine, hence production began in 2010. By 2012 it was decided to shift the project to Luminous engine for the PS4

The XIII trilogy is largely recycled, and XIV is one giant asset flip. Even the move from 1.X to 2.0 was done on a shoestring budget where they had to wrangle people into not quitting.
