You don't actually "need" 60 FPS to better your execution in games. The only reason people see improvements is because of latency that is usually reduced as frame rate improves, though it's a mistake to treat these factors as synonymous. 30 FPS under ideal conditions is objectively better than 60 FPS in naïve setups. You can easily end up with 100ms of latency at 60 FPS if you do not know what you are doing.
Well, when it comes to hitting buttons at extremely specific timings, then better framerate is the solution

if your shitty 30fps game isn't even a stable 30fps it's a lot more jarring than your 60fps game dipping into the 50s

Your eyes are fucking slow, dude. Monitor screens and framerates never syncronize 100%. Your brain is more than able to see the gaps which are translated as stuttering. If "true 60 fps" was a standard, some people would experience dizziness. For that exact reason, the more fps the better. To "fill" those gaps. 120fps on a 60hz monitor is still better than 60 fps, even though most frames are wasted.
