Is MUGEN actually fun to just, yaknow, play casually? I've downloaded a couple fangames made in the program and dabbled with custom mods but when it's all said and done... Why not just play an actual fighter?

If you form a good roster of balanced characters then yes, it's fun. I remember my favorite characters being the TMNT (based on their Turtles in Time sprites), controlled really well and weren't overpowered to shit.
Just find balanced characters and characters with AI that isn't built to input read you and mutilate the shit out of you with hour long combos.

Assuming you aren’t looking for
Snk boss style 20 tods characters.
Marvel vs dc project has a ton of soul.
Dbzdream has some really nice hand drawn looking sprites but there are a few that look retarded.
There’s a jap who made the ring girl and he’s got two other characters that are all high quality.
There’s the cartoon MK guys who are the best MK chars out since they aren’t retardedly taller than everything else.
Regular Ronald is good without being cancer.
The rest is just parsing through the tons of tips for well made ones, takes some testing to figure out if someone borked the char though.
As far as fairer boss style characters
This guy had a cartoon rumble with looney tunes, Popeye, fat Albert that were all pretty good Marvin is exceptionally spammy.
There’s tons of evil/angel/devil/pure/god edits of varying quality, ryubenkey has the exemplary evil Ryu and evil Ken.
