As a videogame, it's ok, not especially great but not bad either, as a Classic Sonic game, what the fuck were they thinking?
Despite being a zoomer, I can honestly say I grew up playing the fuck out of every single mainline Classic Sonic game, CD is the stinker, even in comparison to Sonic 1.
CD's presentation is by far the best out of all the classic games, but the only good gameplay is in Palmtree Panic, Stardust Speedway and the Special Stages, everything else sucks.
CD isn't seen as bad simply because it was so hard to get your hands on it, all people could do was look at it. Now no one talks about it because it's so readily available on mobile phones.
It's not mechanically perfect (no pun), but it's very interesting in execution. Along with Another World and Ecco the Dolphin, this is an example of a 2D platformer before 1994 that had really, really strong atmosphere, which is my favorite part of CD by far. The normal Sonic games are already pretty surreal, with its large unexplained temples and dreamlike special zones. But Sonic CD really pushes the atmosphere to new highs. The music, art, and premise of Sonic CD are so fantastic and they do an amazing job of creating an experience without any dialogue through an interactive medium. My favorite 2D platformer series is Donkey Kong Country because it has a strong level of heavy atmosphere. But Sonic CD is possibly the only game I would say is perhaps beyond those in terms of atmosphere/music/art/concept.
Also Sega is shit for trying to make Sonic more grounded and realistic constantly.

It's not bad, but the time travel mechanic sucked, because having to scour the stage to find the container without a guide is actually unfun. It's the antithesis of going fast.
Everything is great except the level design, which is really kind of a shame. Excellent music and sound, graphics, atmosphere, level gimmicks, controls, general presentation, etc. Even the time travel mechanic is a fun idea and can work well. It's just that they got carried away with making the levels "maze-like" which made them kind of not fun to play. Everything just feels aimless and kind of randomized.
For me though, it's not totally game-breaking and it's still very worth playing, especially to get all good futures and time crystals
Sonic CD is an acquired taste. If you can click with its emphasis on exploration and planning out routes to set off time travel (whatever can keep you moving long enough without stopping), it's a glorious experience. If you just play to get to the end, it's a bit underwhelming, as most of the level design nuance isn't on the main path to the goal.
The best way to play is getting Good Futures in every level until you get all the Time Stones, and then cruise to the end of the game from there. One of my all-time favorites.
