This was the graphical era where games were moving away from textures designed to look like they have a certain kind of lighting and surface texture, to actually trying to simulate lighting on different types of surfaces. The tech wasn't quite there yet and there are a lot of games around this time that look very plastic-y compared to their last generation counterparts.

oblivion is part nostalgia, and obviously the beginning of the end for TES, but it's a legitimately fun game with an adjustment period.
Play some vanilla, and maybe creep into vanilla-friendly mods for your first playthrough. And then go wild your next one, and you'll see.
The NPCs yes, but the draw distance and environments, especially trees and foliage, combined with the size of the world were beyond anything else in 2006. There were better looking games and bigger games, but nothing that combined that level of scale with those kinds of graphics.
Ironically, while distant LOD was the biggest thing about Onlivion when it came out, that aspect has also aged really badly with very blurry distant textures and the fact that smaller points of interest don’t exist in distant LOD meshes. Obviously it’s moddable, but it’s kinda funny how it didn’t take long for Oblivion to get overtaken on that front.
