At the moment my opinion is to regulate it the same as gambling. No, it isnt gambling, but it's also not as fair as pulling from a trading card pack either, yet just as stimulating.
Companies wanted to shove and shill reoccuring revenue via lootboxes, gachas, etc down our throats and corrupt our games, a legal age limit to purchase and pull gachas is less "think of the children" but more an effort to get companies to stop. If the whole first world compares it to gambling and forces an age limit, then publishers will have to stop centralizing these purchases as "features" to headline your game with ala NBA 2k or Overwatch. If just one country does it companies will ignore it, like after Belgium actually did write legislation to limit them Activision said it was "too hard to turn off the lootboxes" which we all know is bullshit.

The game I'm playing right now has a pretty good pity system so you always get the character you want as long as you've got the jewels for it.
