Intel has the best CPU right now and AMD is fastest at 1080p and 1440p so they're the best for high refresh rate.
Nvidia is better for 4K and you won't be CPU bottlenecked at 4K even with a shitty i3.
It's all standardized, there really is no such thing as one brand playing better with another. The best you can argue is AMD GPU + CPU lets you tune them both from the driver but it's dumb anyway because you should be tweaking your CPU in BIOS anyway not from OS.

Emulators on Windows on AMD suck because AMD proprietary OpenGL driver is hot garbage and on Loonix you are using open source MESA drivers AMD had nothing to do with (nothing, they don't even use AMD's blobs) which properly support OpenGL.
