Like, Christ, at some point in the story mode Chun Li faces some Shadaloo goons when se arrives to the base. Capcom could have had her beat them effortlessly to show that "hey, she lost to Bison, but she's very strong" but instead Dhalsim steps in to show off and do the job for her. In all the story, she only beat a Fang who was limping from his injuries.
Necalli. Dude was hyped as the big bad of the game and even has the V logo on his face and turned out to be a joke. He wasn't even someone's final boss, as Ryu went on to beat Bison afterwards while Necalli was left forgotten and unimportant for everyone.

Well, as for comedy relief, she has lost to Dan and Birdie, so she has explicitly done that. Capcom could have chosen characters more related like Sakura or Karin to lose to them, but they chose Chun Li instead, so Capcom probably thinks that she excells at that role, canon or not.
As for non-comedy she has repeatedly got her ass kicked for non-comedic purposes.
So we can conclude that she's a character very rich in nuances, who gets her ass excellently kicked both for comic relief and dramatic purposes.
