The PS Vita version of the game came out in 2015, before Sony's censorship policies came in. The PS4 release came out last year and was heavily censored compared to the Vita release, and the Switch version is a port of that censored PS4 version. The PS4 and Switch versions are identical.

Unless things seriously turn around for PS in Japan, it's not going to last. PS software sales get progressively worse as the PS4 continues to fizzle out and the PS5 falls behind in adoption in Japan. Once PS fizzles out entirely in the region, the niche scene in Japan will stop catering towards PS policies and we can start seeing less censorship again. At least until Nintendo decides they're too successful and implements the same policies for third parties.

Have they? On Switch, I only remember cases where the rating board intervened, usually due to initially undocumented nipples. Nintendo outright said they wouldn't prevent a game's release as long as it gets through rating boards.

No, you're either being retarded or disingenuous. They're talking about content in the Switch version, that the Switch version was made around the CERO C version AKA the PS4 version.
What basically happened was they had to censor it to get through PS's content policies and that got it a C rating from CERO and then they ported that version to the Switch.

The PS4 version came first and the developers knew the CERO D Vita version would've been rejected (or they tried submitting it and it actually was), so they toned it down and had it rated again by CERO. It's not the only time it has happened.
