When she became God that was what she did when she established the Golden Order. She created the Erdtree, it's told to you in the game and I don't know why you think you know better or otherwise.

She established the Golden Order itself brainlet. She was an empyrean chosen by the fingers to become the vessel and vision of the Elden Ring and the Golden Order is what they came up with together. Only later did she begin to question what exactly it truly meant, and only after that did she start trying to subvert it.

whether she is or isn't doesn't matter. the player character is dead in the Frenzied Flame ending, and the world is utterly destroyed. you do not become some based lord of chaos like you envision, you are a puppet for a short time until the Frenzied Flame snuffs you out once your usefulness is at its end. the world stays destroyed because the Frenzied Flame is a god of destruction born of despair.

Either she deduced the Erdtrees were gonna get harvested or they have an explicit end at some point in the future. Like they explode which kills the people there but spread their seeds across space to other planets. Maybe she feels she was duped into making the Erdtree by the GW.
