This isn't true if the model is planned to wear other outfits. It's often simpler and easier to model the anatomy correctly so no matter what ouftit you make for it you don't need to touch of the model in anyway and can also use the model itself to make sure you are not making anatomy errors, i.e.: if she has an outfit that get's close to where her nipples are you won't have the situation where you accidentally make it look like she has no nipples because you ended up showing a part of the breast where some of the nipple should be visible. Baiken from Guilty Gear has had this problem in two games now where her boobs look weird if you look at them too much from certain angles and start to notice she should be nip slipping all over but isn't because there are no nipples. It's one of those things you then can't unsee. For years the Trapper in Dead By Daylight had a rudimentary face modeled under his mask even though you couldn't take it off because it let them design new masks and not have to worry if there's a part of the face showing that doesn't show on a different mask. There are practical reasons to do it for sure.
