Nobody wants to waste their time going to court over scammy game update but this shit is 100% illegal and you could easily win the case if you wanted to bother suing corporation over fucking with your copy of a game. EULA is not a contract and doesn't override consumer protection laws.

A class-action lawsuit would be the obvious way to do this, since everyone who has ever bought a game on steam or a game from a specific list of games could be a plaintiff. If your digital copy of a game is supposed to be treated with as much respect as a physical copy, why are the devs allowed to tamper with it?
Looking into it, it seems that steam does let you downgrade to older versions, but also can removes older versions with content whose licenses expired. Still something the EU might wanna take a look at if they haven't already.

The real non meme answer is that it would be a nightmare for developers to have people reporting bugs that have been patched because they turned off updates and don't know/don't remember. Not to mention multiplayer games which require always being on the latest version. Developers can add old versions as opt-in branches for users if they really want.

Europeans are actually allowed to sell their steam games. It's protected by the EU constitution and Valve respects it based on precedent where people tried selling their steam account or individual games.

In fact Steam has to add an option by 2025 to decouple individual games from your account and be able to sell and trade them in the EU.

You can just overwrite the files. Steam isn't going to constantly scan all your shit and compare it to what's on the server to see if a file has changed, it only updates when a new update is pushed by the devs.
