Not all dead pokemon become Ghastlys. The dead Marowak you encounter in Red/Blue just looks like a generic spirit before you reveal it with the Slyph Scope.

I mean that's how the games present domestic Pokémon ownership. They have you petting them, playing fetch with them, feeding them treats. In HGSS all Pokémon did things like eat grass, bark, chew on shoes and eat random things off the ground. This is what dogs do and what children would be familiar with as pet behavior so Pokémon were modeled to act the same way as real pets.
The anime even has them eating dog food.
