Did anyone actually fucking care about the story or point in time MGSV took place? I'm still confused why there was entire game made about that part, and have it be apparently so important that they called it MGSV instead of anything else.

I seen this coming in 2001, I remember reading an issue of OPM from that time and in his interview it seemed like he was completely delusional, high off the immanent release of MGS2.
Nobody cared about MGS3's story after MGS2 either. It was just a completely irrelevant tangent later connected to MGS1-2 via MGS4. MGS5 was at least connected to PW and MGS3, potentially to MG1-2.

Not at all, Kojima doesn't even speak English, he only started getting involved with ENG VA with MGS5. Ocelot, Otacon and Meryl were all butchered by MGS1 ENG VAs. Ocelot was a lot more arrogant in JAP VA, making him connect very nicely with his depiction in MGS3. Otacon was a lot more heroic, making it a lot less puzzling when he created Philanthropy in MGS2, he's a hero after all. Meryl is cute and bubbly in JAP VA of MGS1 which narratively makes a lot more sense and their romance with Snake actually works with that voice.

HALO jump. He says he came up with that even going so far as to say Halo the game hadn't released so all him.

He was so upset by it that he never worked with Blaustein again. And the level of creative freedom later translators were afforded was much lower.
His last few games were all him larping as a movie producer in Hollywood, so all the lip syncing was done with motion capture suits as he had the western actors act out the game's story for him. It was all about living out his fantasies, not making anything worth playing.
The muh first HALO jump stuff is even in the original MGS3 script, it's not like the translator for 3 added it.
It's honestly not even a comparison, the dub work is dreadful compared to the original.
