She's Marika's secret daughter and an Empyrean chosen by the Twinbird (notice the crow's foot on her eye, people seem to forget about this), Outer God of Death. As such, she is also The Gloam-Eyed Queen, as seen in the Frenzied Flame ending.
The Gloam-Eyed Queen, who was an Empyrean chosen by the Fingers, but probably also by the Twinbird, was killed by Marika and Maliketh long ago. Melina is her replacement.
The Twinbird wants to reinstate Destined Death in the world and get rid of The Golden Order, and return the world to the state it was before the Erdtree.

I always wondered why they couldnt have Melina have more appearances. As it is, I feel NOTHING for her. She's had maybe a few apperances. At least Ranni has a big-BIG storyline , multiple NPC's with their own plotlines that support her main plotline.
Melina just seems like the easiest thing they could have done is have her be your spiritual companion on the journey, to ask questions or stuff, but I guess that would kill the lonelyness vibe.
I would have liked to have Torrent appear at the site of graces, though.

She actually can show up quite a bit at the graces but they either get locked out by progression or other bullshit. They're also entirely optional and even if you do catch them at the right time, most just don't notice the prompt at the bottom of the list when they just pop in and out of the grace for a refill.
Buuuut yeah... she really doesn't have much presence and her flat delivery of everything really doesn't help elevate her character.

In a way, I can understand her rage there. She probably didn't have a purpose for the longest time, and made the decision to become kindling of her own free will. Even though it would result in death, it was a choice she made for herself to build the world she wanted, and by inheriting the Frenzied Flame to become kindling herself you have deprived her of the only decision in her life she made herself. So even if you purge the Frenzied Flame to save Melina and create a prosperous age, it's still an age made by stealing away her ability to choose.

You can summon her for Magma Wyrm Makar (along with Great-Horned Tragoth and Blackguard Big Boggart) and the Twinblade Black Blade Kindred in the Forbidden Lands before the Grand Lift of Rold. She will occasionally use Waterfowl Dance, in my experience.

I wouldnt even bother. Half the NPC's you meet are insane, become insane, lose hope and become insane, get killed, or decided to die on their own terms.
This story, like all Souls games, are very dark and depressing.
