Hades is nomura's favorite disney character, and the fact that Hades is god of the underworld in the KH universe which deals alot with death makes it a good tie in character for certain things

Hades has never really been big in KH. Even in KH1, he was the only Disney villain that you had to go out of your way to fight. He's just extremely recurring.

It's right of first refusal. Disney has to offer the celebrities first dibs at their roles, but they don't have to pay them the same since they aren't "starring roles" in Kingdom Hearts. Allen can still get work, while Woods, er, can't. He's basically black listed.
