She's obviously one of the two halves of the reincarnated soul of the gloam eyed queen, after her death to maliketh. Half is Ranni, half is Melina. She was split in half because marika split herself in half and the curse to reincarnate her had her being born of marika. It's not a countermeasure just a byproduct. Like if you looked at an atomic blast with one eye closed. The frenzied flame erupted, like everything else Melina got scorched, and the only reason she isn't blind/dull-eyed in both eyes is because she always kept one closed.

Now that her one seeing eye is blinded by the frenzied flame, she has to resort to opening her other eye in order to see anything.

Her whole story with Lautrec, he kills her and you need to revive her, this also directly hits your game because when she is dead you cannot wrap to firelink shrine, she also gets her voice back when you save her, all of that has more substance and context than anything Melina ever did throughout elden ring
