I think the game was supposed to have a trade system, like 123 so you could raise the level of the seeds easily. But since it doesn't, some of the seeds takes too long to level up. This system wasn't balanced properly until 3/4. How is it in 5?

5 has the simple sell seeds of a higher level to make stores start selling them thing. You'll get up to level 3 with no real effort just by harvesting them and after that you start using fertilizers and the sickle to get higher and higher level seeds to sell.

It's a bit of both. You've got to take care of the soil and use some fertilizers if you want it to grow well and increase in levels.
