Before that, everyone was considered subjects and barely worth more than the land they occupied.
The idea of good men becoming kings has been a fantasy since the time of Plato. But a good man is antithetical to a king. Good men lead to nationalism, and that flies in the face of the intentions of royalty.
Nothing he said was wrong. It's ok to write a fairytail fantasy like Tolkien did but if you want to write about kingdom ruling this take is absolutely the right direction.
