Yes. Also, decrease loot, increase enemy count, disable luck affecting playing at the casinos, play on hardcore, don't use VATS or fast travel, install a mod that makes night time actually dark. I've played it enough that I'm a little burned out on the storyline and the quests, but sneaking around at night headshotting raiders with my trusty silenced scoped varmint rifle is still pretty comfy
