I think she had multiple goals, but I am not sure what combination she was actively working towards: One, the death of the force. This may be something she gave up on or changed her mind about at some point, or it's just something that didn't end up. Two, to train the Exile as the ultimate representation of her beliefs (less light/dark dichotomy, give up the reliance on the Force etc) and dab on the remaining Jedi with them. Three, to wipe the slate clean and stage a new Jedi Order using the Exile's companions which reflect her teachings more than the previous iteration of the Order. And part of all this was also to just see what the Exile's deal was and how they were cut off from the Force so thoroughly and lived through it.
