It's still an excellent way of differentiating the higher level robots from the lower level drones.

Being able to control the drones is not what qualifies a robot to be a robot master. It's that they have a higher level of consciousness compared to the mass produced drones such as Mets. Would you call Roll the equivalent of a Met? I don't think so. Roll and Plum are absolutely Robot Masters.

I like to think robot masters are dictated by having DLN/DRN, DWN or DCN designations.

Not really. The truth of it is there's literally no official determination of what is or is not a robot master, simply because it's a term invented for the localization that wasn't really ever expanded on. Japan just calls them Numbers, or Boss Characters, Wily's Robots, etc.
Going by that, even Mega Man might not be classified as a Robot Master, which means Roll certainly wouldn't be either.
Continuing with the "Numbers" idea, it means characters like King or Dark Man wouldn't be considered Robot Masters either.
It's all a big question mark.
