Probably, I haven't played it myself but it looks interesting

NSR's art is a mixture of graffiti, anime, and that bizarre psychonauts/rayman/'muppetpunk' (which I'm totally going to start using) aesthetic. The game as a whole takes clear inspiration from games such as jet set radio, and heavy gameplay and music inspiration from sonic the hedgehog, so one can probably add in a heavy scoop of y2k dreamcast vibes too, but filtered through a more colorful modern-indie-rock feel.
