Why is Ray such a jobber? In MGS2 you have to take on like a dozen Rays at once as they surround you and threaten you with a gangbang. Raiden isn't some supersoldier cyborg terminator by that point, right? He's just a somewhat normal dude with some VR training. In MGS4 Ray can't take out a half-decomissioned Rex that's been left to rot in a hangar for the better part of a decade and has to be jumpstarted to even get up. Maybe I got my story mixed up but wasn't Ray made as an anti-MG weapon specifically designed to take something like Rex out? It should have every advantage but at best it sorta mutually destroys the thing it's fighting, and at worst it throws everything and the kitchen sink at the problem and still manages to get utterly humiliated.

He was overly ambitious, wasted a lot of time trying to get shit to work that was beyond the tech at the time and had to be scrapped, changed his mind constantly and cut out finished shit, etc until finally after 5+ years someone told him to release the fucking thing already and the finished product ended up being cobbled together at the last second and pushed out.
If kojima truly had an infinite budget and time a game would simply never be released, with multiple games worth of content left on the cutting room floor.
