This is the same on all consoles and PC.

You're supposed to be upset that the release had a determined amount of budget, and that instead of using that budget in making the game play at the very least as smoothly as it did on a console released 28 years ago, they spent that money on people who would spend hours (because diversity meetings eat up all that time) censuring the game.

They did the same thing in Legend of Mana, despite the poor performance issues and fucking Denuvo of all things, but they NEEDED to censor Hamson and like 2 other characters.

The Japanese version is probably the reason it got censored. CERO (Japanese ESRB) is allergic to underwear and will jack your rating. The ESRB doesn't care as much.

The "original graphics" option is still in there with the panties. This was Square's Ethics board.

They probably got away with 'original graphics' because it's rerelease content and CERO will stand by their old rating. New content with the pantsu will be under a harsher lens

Sakurai talks about it here, CERO pretty much turns every model upside down, which is why there's so many spats in new Japanese games with a kid-friendly rating.
