it was like this in vanilla though (on top of balancing issues - like Explosion being available very early, something like after first Agrabah visit - and lack of Critical Mode)
Final Mix came out a long time ago, but it wasn't translated and released in English until much later on, so a bunch of people didn't get to play it and still remember KH2 as pretty easy braindead game.
This is off-topic though, so I'm not gonna continue on it.
