not being commercially succesful doesn't meant that it's a bad game. Bad marketing, wrong console, another bigger release at the same time can all contribute to a good game selling bad, maybe getting rediscovered some time later.

Modern studios operate much more opaquely, they're really unwilling to show numbers at all unless it's an overwhelming success.

How about eliminating taxes and if the government needs money it can start venture(s) that actually provides a good and/or service the populace wants, for a fee, and generate revenue that way?
Imagine if instead of getting guaranteed money via taxes to fund policing, policing will need to prove its worth and will survive or not based on the revenue generated from neighborhood subscriptions.

I played more Too Human than anyone else I know, the twin stick controls for an ARPG was surprisingly fun. Felt like a multiplayer version of a cuhrayzee game. Wish it didn't go through such hell, we could have ended up with a unique control scheme.
